October 11, 2019

TO: Printing and Publishing Officials of the Federal Government

SUBJECT: GPO Contract Terms, Quality Assurance Through Attributes Program for Printing and Binding, GPO Publication 310.1, Effective May 1979 (Rev. 09-19)

The Government Publishing Office (GPO) has updated a crucial contracting document entitled, GPO Contract Terms, Quality Assurance Through Attributes Program for Printing and Binding, (QATAP), GPO Publication 310.1, Effective May 1979 (Rev. 09-19). The update serves to recognize and address technology advancements in the printing industry.

The purpose of QATAP is to provide the objective determination of conformity to printing requirements once the product has been produced or received. QATAP also provides awareness to vendors prior to submitting a bid or quotation of quality expectations for procured products.

Contractors will be responsible for following the version of the QATAP publication that is specified in each contract. The document and a list of changes are posted at https://www.gpo.gov/how-to-work-with-us/agency/forms-and-standards . Contract terms for awards made prior to the release of this version will remain in effect until the contract expires, except for changes made by statute.

QATAP provides you with a complete understanding of the methods and steps taken by GPO to ensure you are receiving the quality print product that you expect.

If you have any questions about QATAP, send them to [email protected] with the subject line “QATAP Questions.”

Sincerely,

SANDRA MacAFEE
