Circular Letter No. 1184
November 5, 2026
TO: Printing and Publishing Officials of the
Federal Government
SUBJECT: GPO Transition to G-Invoicing for All New Funding Obligations, Effective February 1, 2027.
Beginning February 1, 2027, the Government
Publishing Office (GPO) will process all new
orders and settlement/billing activity for those
orders through the Department of Treasury’s
G-Invoicing platform. This transition aligns
GPO with the Department of Treasury’s
government-wide mandate to transition all
intragovernmental transactions to G-Invoicing
by October 1, 2027.
Requirements Beginning February 1, 2027
- Agencies must have General Terms & Conditions (GT&C/7600A) and Orders (7600B)
established.
- All new publishing, printing, and service orders with GPO must be executed through
G-Invoicing.
- Open obligations as of January 31, 2027 should be settled with GPO prior before May
31, 2027. This may require billing on estimate to complete the transaction(s) before the
legacy IPAC process is sunset.
- Legacy IPAC funds already on deposit with GPO should either be expended or requested
to be returned, unless needed to reimburse GPO for open obligations. Proper planning of
this step will ensure GPO can refund unobligated funds through IPAC. We are unaware of
a mechanism to return unobligated funds after September 30, 2027.
- Legacy IPAC Deposit Accounts may not be replenished with FY27 funds, except where
an account reflects a negative balance. Agencies should coordinate with GPO for these
deposits.
Required Agency Actions
Prior to February 1, 2027, agencies should:
- Establish GT&C with GPO in G-Invoicing.
- Initiate Orders for anticipated FY27 work.
- Review Legacy Deposit Account balances and plan to fully expend them or request funds
returns prior to May 31, 2027.
- Identify any Legacy Deposit Accounts and ensure deposited funds cover all open
obligations. Only in cases where replenishments are needed to cover obligations can an
agency use FY27 funds.
- Coordinate with GPO to settle prior-year open obligations.
Agencies Unable to Meet the Transition Date
Agencies that are unable to comply by February 1, 2027, or that anticipate challenges in
eliminating Legacy IPAC activity should contact the GPO G-Invoicing Team before January 15,
2027, to establish an appropriate transition timeline.
