TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Mandatory Transition to G-Invoicing for Federal Register and CFR Billing

Due to the scheduled sunset of the legacy IPAC process planned by the U.S. Department of the Treasury, GPO plans to discontinue using IPAC and begin using G-Invoicing for collections for Federal Register and Code of Federal Regulations (CFR) publishing services after September 30, 2026 (the start of FY 2027). As you are aware, GPO invoices agencies for their content in both publications, as required by U.S.C. Title 44 Section 1509 (b).

To prepare for this conversion, GPO has begun the mandatory transition to the G-Invoicing application for all interagency agreements (IAAs) and funding transfers related to publishing services/content in both publications.

ACTION REQUIRED – ESTABLISH YOUR GT&C FOR FEDERAL REGISTER AND CFR

If you have not yet established a GT&C with GPO that includes Federal Register and CFR publishing, please use the provided template to initiate one. Additional resources are available on the GPO G-Invoicing webpage, including registration links for GPO hosted G-Invoicing Information Sessions.

Agencies are responsible for ensuring the annual Order is fully funded and approved in G-Invoicing before submitting articles. If additional funding is required, the Order must be modified. Please refer to our Order Submission Guidelines for additional details.

ANNUAL G-INVOICING ORDER REQUIREMENTS FOR FEDERAL REGISTER AND CFR
Federal Register

To support billing and funding requirements for Federal Register publishing, GPO requires each agency to:

  1. Establish a bulk-funded, full fiscal year G-Invoicing Order for estimated Federal Register publishing requirements, and
  2. Submit an annual FY Open Requisition (SF1).

All Federal Register publishing must be billed against the same annual Order, Line, and Schedule. Separate Orders for each notice should not be submitted.

Code of Federal Regulations

  1. Establish a bulk-funded full fiscal year G-Invoicing Order, for estimated CFR publishing, and
  2. Submit an annual FY Open Requisition (SF1).

All CFR publishing must be billed against the same annual Order, Line, and Schedule. Separate Orders for each published CFR Title should not be submitted.
