GPO Director Names Managing Director of Library Services and Content Management
WASHINGTON — U.S. Government Publishing Office (GPO) Director Hugh
Nathanial Halpern named Julie Balutis the Agency’s Managing Director of Library
Services and Content Management (LSCM) department. In this role, Balutis will
oversee the administration of four major Congressionally-mandated programs: the
Federal Depository Library Program (FDLP), the Cataloging & Indexing Program,
the International Exchange Service, and the By-Law Program. She will provide
management support for the implementation of strategic programs and operations
in partnership with depository libraries and in collaboration with other GPO
business units and Federal agencies. She will oversee 90 teammates.

in helping GPO continue to enhance our library programs and partnerships.”
Before joining GPO in September 2025, Balutis served as Director of Grants Policy
and Management at the Institute of Museum and Library Services (IMLS). Prior to
entering the public sector, Balutis was with Ventera Corporation (now Cadmus
Group), where she was a management and information technology consultant
specializing in organizational change management, process engineering, and
solutions architecture in the Federal and telecommunications spaces. Balutis
holds a bachelor’s degree in Sociology from Radford University.
