Elizabeth Shearer

Acting Chief Human Capital Officer


As the Acting Chief Human Capital Officer, Elizabeth (Beth) Shearer plans and implements the human resources systems and oversees the policies and procedures that guide GPO’s innovative human resources operation — policies designed specifically to strike a balance of honoring the culture and values of GPO’s rich history while positioning the Agency to meet the evolving human capital demands of the future. Shearer assumed the role of Acting Chief Human Capital Officer in November 2023.

Biography

Shearer joined GPO in the Outstanding Scholar Program in January of 2003 and has held various Human Capital positions in her two decades of Federal service. During her career, she has served in Human Capital roles for the Office of Personnel Management (OPM), the Department of Veterans Affairs, the Department of Treasury, and the Department of the Army. At GPO, Shearer has held the roles of Human Capital Specialist and Director of Strategic Human Capital Policy. Prior to being named Acting Human Capital Officer, she served GPO as Human Capital Manager, Position Management, Compensation & Benefits Division and Acting Employee Relations Supervisor.

She graduated from the University of Maryland, Baltimore County with a bachelor’s degree in Psychology and a certificate in Personnel/Industrial Relations.
