LAYTON CLAY
Acting Chief Information Officer (CIO)
As Acting Chief Information Officer, Layton Clay is responsible for managing IT policies and standards relating to the acquisition, implementation, and operation of telecommunications and IT systems throughout the agency. He is also responsible for developing and maintaining operating budgets for network IT systems consistent with program plans and established financial guidelines, and for monitoring activities and costs related to the overall utilization of information resources required to meet program operations requirements.
Biography
Clay brings decades of Federal Government IT experience in working with complex information technology organizations to GPO. He came to GPO in 2004 and has held various leadership roles in the agency’s IT division.
As the Division head of Enterprise Architecture Clay was responsible for overseeing Integrated enterprise business applications at GPO. By 2008, Mr. Clay was the Division Chief of System Engineering and established IT engineering standards and system design and development processes for GPO. In 2015, Mr. Clay took over the Application Management and Development Division. As head of this organization he oversees, the Development and Integration of Applications and oversight of Change Management to the GPO Information Technology Infrastructure.
Prior to coming to GPO, Layton served as Chief Information Officer of the G8 Summit, Director of System Engineering at the White House Office of Administration (OA), and was System Engineering Lead for the CIO at the US House of Representatives. Clay began his career in the United States Navy as an EA6B Electronics Countermeasures Officer flying off of the USS America (CV-66). He did two deployments including participating in Desert Shield and Desert Storm in 1991. Clay also served as a contract Project Manager, Database Developer, and Systems Engineer on technical projects with DoD, and DOJ Agencies. He received his Commission and Bachelor of Science in Applied Science from the United States Naval Academy.
