Acting Chief Human Capital Officer


As the Acting Chief Human Capital Officer, Terri Leeds plans and implements the human resources systems and oversees the policies and procedures that guide GPO’s innovative human resources operation — policies designed specifically to strike a balance of honoring the culture and values of GPO’s rich history while positioning the Agency to meet the evolving human capital demands of the future. Leeds assumed the role of Acting Chief Human Capital Officer in August 2023.

Biography

Leeds joined GPO in the Outstanding Scholar Program and has held various positions in her nearly three decades of Federal service. She joined the Human Capital (HC) Team in 2016 and, as a certified Project Manager, has been instrumental in the automation of many HC processes. As the Manager of Strategy, Policy and Data systems, she has developed policies and systems to help GPO become a provider of innovative, timely, and results-oriented human capital services, policies, and systems.

She earned a Strategic Human Resources Leadership Certification from Cornell University, a Business Analysis Certification from Duke University and is certified in Strategic Workforce Planning.

She graduated from Salisbury University with a Bachelor of Arts in Communications and a Bachelor of Science degree in Liberal Studies with a concentration in Marketing.
