Circular Letter No. 1173

April 23, 2026

TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Government Publishing and Print Procurement Realignment

GPO Government Publishing and Print Procurement would like to notify you that we recently realigned the print procurement teams across our business unit in order to strengthen and streamline our internal operations.

No action is required on your part. We have moved from having individual regionally based offices to a single, nationwide GPO contracting team with four separate procurement divisions, each focusing on various types of specialized contracting. Most orders and contracts will continue to be handled by specialists you have previously worked with.

New contact emails for each of the new divisions will be used going forward as follows:

SIMPLIFIED PURCHASE DIVISION

The division administers the Simplified Purchase Agreement (SPA), GPOExpress, and the Online Paper Store.

PURCHASE DIVISION

The division provides printing and publishing services to Federal agencies and administers single, non-repetitive procurements of any value.

TERM CONTRACTS DIVISION

The division provides printing and publishing services to Federal agencies and administers repetitive, multi-year procurements of any value.

ON-SITE CONTRACTING SOLUTIONS DIVISION

The division administers negotiated procurements for other printing and publishing services delivered on-site at agency locations through Program 951-M for equipment, labor, and other publishing services and Program 980-M for printing and publishing consulting services.

Agency customers doing business with any Print Procurement division, can also find an updated list of contact information at this URL https://www.gpo.gov/how-to-work-with-us/agency/services-for-agencies/publishing-and-print-procurement.

As always, we will continue to serve you with the same devotion to quality, cost savings, and expertise that you have come to expect from GPO. We believe the new structure will reinforce these GPO core values.

If you have any questions about information contained in this Circular Letter or are not sure how to submit an order, please contact your GPO National Account Manager at [email protected].

Sincerely,

JAMIE FOWLER
Managing Director
Government Publishing & Print Procurement
